Capacity Building for Frontline Staff
Chhattisgarh on Legal Enforcement

Strengthening frontline forest staff capacity through integrated training on Legal aspects with regard to Forestry and Wildlife such as IFA,1927, WPA,1972, FC Act ,1980, BD Act,2002, FRA,2006 with updated amendments. A special focus was also given to Integrated Wildlife Management Plan along with avifauna conservation to improve on-ground biodiversity protection and enforcement effectiveness.

Frontline forest personnel play a critical role in biodiversity conservation, yet gaps in legal awareness, practical implementation, species identification, and field-level enforcement often limit their effectiveness—particularly in protecting forests & wildlife and their sensitive habitats. This disconnects between policy knowledge and on-ground execution reduces the overall impact of conservation efforts in ecologically significant regions.

To address this, CSGE  developed and implemented a focused capacity-building programme for frontline staff of the Kathgora Forest Division, Chhattisgarh. Conducted as an intensive three-day engagement in 2025, the initiative was designed to integrate legal literacy with ecological understanding, enabling personnel to apply regulatory frameworks effectively in real-world conservation scenarios.

CSGE adopted a practice-oriented training approach combining technical knowledge with field application, including:

  • Training on key environmental legislations such as the Wildlife Protection Act, Forest Conservation Act, and Forest Rights Act
  • Deliberation on Integrated Wildlife Management Plan
  • Modules on bird identification, habitat assessment, and biodiversity monitoring
  • Scenario-based enforcement simulations and reporting protocols
  • Introduction to GIS-enabled habitat mapping and field tools
  • Strategies to mitigate poaching, illegal trade, and habitat degradation
  • Field Visit to Forest area for Bird Species identification.

By bridging the gap between legal frameworks and field execution, CSGE enabled frontline personnel to operate with greater clarity, confidence, and effectiveness. The programme strengthened enforcement capabilities, improved avian biodiversity monitoring, and enhanced preparedness to address emerging ecological threats. This initiative reflects CSGE’s core strength in translating policy and science into actionable outcomes—delivering measurable impact at the ground level while supporting long-term ecosystem conservation.
